John was born in 1922. His father died in 1927, and his mother movd in with her husband's parents. John was enumerated there with his mother, and his sister was in the household in 1930.

John was the son of John Dilling Harkins, Jr. and Mary Frances Schooley. He married Eleanor Frances Venable and had three children, Beth, Lee, and John IV. They divorced in 1956 and he remarried to Jacqueline Fay McNamee (not her maiden name) who had two children from a previous marriage, Harry and Becky. They divorced in 1963. He married a third time to V. Oneta Summers.
He served in the US Navy from 31 Aug 1940 to 14 Jul 1943 when he received a medical discharge. He met Eleanor around that time.
They made their home in and around Tulsa, Oklahoma. He worked as a Radio Dispatcher for the Tulsa Police Department until his death. He was well known for his abilities in this position and received an award for this.
John loved to hunt and fish, he always had a bird dog and once said he would like to retire and become a Lake Patrol officer so that he could "do this all day long."
