The middle name could indicate his middle name is actually Charles,and he used Charlie for short. But by that time, Charley/Charlie wasa proper name in its own right. His son was named Charles Kerwyn.Some of the WWI draft registration cards had a line for the place ofbirth, as well as the date. This later form used by the time Oscarregistered has only the birth date.
